Regulation (EU) 2024/1183 fundamentally reforms eIDAS: every EU member state must offer a European Digital Identity Wallet (EUDI Wallet) by 2026. Companies that verify identities, sign digitally, or offer online services must accept the wallet and prepare for qualified trust services.

Wallet acceptance obligation: Very large online platforms (VLOPs under the Digital Services Act) as well as providers that require strong user authentication for their services must accept the EUDI Wallet as a login and proof of identity. What does eIDAS 2.0 specifically require?

The regulation defines a common European framework for digital identity and qualified trust services – with clear technical and legal requirements.

EUDI Wallet integration & acceptance

Connecting and accepting the European Digital Identity Wallet as a login, identity, and proof mechanism – interoperable across all member states.

Qualified electronic signatures (QES)

Use of qualified electronic signatures that are legally equivalent to a handwritten signature – including qualified seals for organizations.

Identity verification & onboarding

Legally secure verification of user identities and fully digital onboarding without media breaks – compliant with KYC and AML requirements.

Use of qualified trust services

Connecting to qualified trust service providers for timestamps, electronic registered delivery (eDelivery), and website authentication.

Secure data exchange & attestations

Exchange of electronic attestations of attributes (e.g. age, professional qualification, mandate) – data-minimal and under the user's control.

Interoperability with EU standards

Implementation according to the EU Architecture and Reference Framework (ARF) and the relevant implementing acts for cross-border recognition.
